Leader of the Opposition and Jamaat-e-Islami Ameer Shafiqur Rahman today expressed concern over the delay in convening a session of the constitution reform council within the stipulated deadline.
“Today is the 30th calendar day since the publication of the results, but the session was not convened. That is my concern,” he said raising the issue in the house on a point of order.
Under the July Charter Order, members of the 13th parliament are expected to perform dual roles -- as lawmakers and as members of a Constitution Reform Council tasked with addressing 48 constitutional provisions outlined in the July charter within 180 working days.
For this purpose, MPs were required to take two separate oaths -- one as members of parliament and another as members of the council.
However, uncertainty remains over the formation of the council proposed under the July National Charter (Constitution Reform) Implementation Order, 2025, as two-thirds of the lawmakers belong to BNP and its allies and they did not take the oath as members of the council.
In contrast, 77 members of Jamaat alliances took both oaths.
The situation became more complex as Jamaat demanded that President Mohammed Sahabuddin convene the council session in line with the July charter implementation order.
According to the order, the first session of the council must be summoned, in the same manner as the first session of parliament, within 30 calendar days of the declaration of the election results. The gazette of the results was issued on February 13.
However, when convening parliament on February 23, the president did not mention anything about summoning a session of the reform council.
