FY26 ADP implementation falls to record low of 67.52%

According to IMED officials, ADP implementation had exceeded 80% in previous fiscal years, but the rate has dropped below that threshold over the past two years.

The implementation rate of Bangladesh's Annual Development Programme (ADP) fell to a record low of 67.52% in the recently concluded FY2025-26, according to the latest report by the Implementation Monitoring and Evaluation Division (IMED).

The report, released today (30 July), showed a further decline from 68.18% in FY2024-25, making it the second consecutive year that ADP implementation remained below 70%.

According to IMED officials, ADP implementation had exceeded 80% in previous fiscal years, but the rate has dropped below that threshold over the past two years.

They attributed the weak implementation in FY25 to administrative disruptions following the fall of the Awami League government, when many project directors and contractors left ongoing projects.

According to the officials, similar challenges persisted in FY26. In addition to continued administrative instability, ministries and divisions remained preoccupied with election-related activities, leaving less attention for development projects and contributing to the record-low implementation rate.
