PM launches e-bail bond system in 7 districts, opens Bogura bar association building

Prime Minister Tarique Rahman today began his official programme in Bogura by unveiling the plaque of the newly constructed Bogura District Bar Association building and launching the e-bail bond system in seven districts, including Bogura.

He inaugurated the newly built multi-storey bar association building around 11:15am.

Later, he formally launched the e-bail bond system at around 11:47am from the conference room of the District and Sessions Judge’s Court in Bogura.

The system was simultaneously introduced in Bogura, Kushtia, Jhenaidah, Natore, Rajshahi, Magura and Jashore, with officials from the respective districts joining virtually.

The event was chaired by Law Minister Asaduzzaman and attended by the prime minister’s wife, Dr Zubaida Rahman, Bogura-7 lawmaker Morshed Milton, senior secretaries, judges, lawyers and government officials.

In his address, the law minister said the phased nationwide rollout of the e-bail bond system was aimed at reducing harassment faced by citizens at the grassroots level. He said the process had been simplified from 12 steps to two or three, reducing administrative delays and the scope for corruption.

Speaking as chief guest, the prime minister said courts should serve as “sanctuaries of justice, not places of harassment”.

He said strengthening public trust in the judiciary would help curb mob violence, adding that his government was committed to building a transparent, independent and reliable justice system through digitalisation.

He also said the e-bail bond system, once implemented nationwide, would help reduce delays and discrimination in the delivery of justice.

The prime minister noted that delays in processing bail bonds after court approval often resulted in prolonged detention, describing it as an impediment to timely justice.

Referring to past experiences of judicial misuse during the past "fascist regimes", he said the law had at times been used to suppress dissent even in late-night court sessions, which he described as legal injustice rather than the rule of law.

Drawing on his own 18-month incarceration, he said 30 to 35 percent of prisoners were poor and often lacked legal awareness or access to representation. He called for government initiatives to support underprivileged detainees in securing bail and legal aid.

Later, PM Tarique inaugurated the Bogura City Corporation, upgrading the former municipality to city corporation status. He unveiled the commemorative plaque of the newly formed Bogura City Corporation at 12pm and later planted a sapling on the premises.

Speaking at the ceremony, he said, “I am a son of Bogura, your own child. However, the people of the entire country have now entrusted me with responsibility. Please pray for me so that I can work for the welfare of the whole country collectively.”

Earlier, the prime minister left his Gulshan residence for Bogura at 6:10am.

A bus carrying him and his entourage reached Bogura Circuit House at around 10:00am, according to his Additional Press Secretary Atikur Rahman Rumon.

This is his first visit to Bogura since assuming office on February 17.

According to UNB report, the prime minister is also scheduled to carry out a series of programme engagements across the district, including launching an emergency measles-rubella vaccination campaign at Ziaur Rahman Gram Hospital in the Bagbari area of Gabtoli.

He is further expected to distribute family cards at the Shaheed Zia Degree College ground, inaugurate excavation work on the Chowkidah Canal in Nasipur, visit his ancestral home in Bagbari, and address a public rally organised by the district BNP at Altafunnessa Playground.
